The new USM Retirement@Work® portal is coming soon!!
Beginning December 17, 2024, USM employees will have access to USM Retirement@Work®, the new retirement portal that will allow you to make changes to your TIAA or Fidelity Supplemental Retirement Accounts (SRA) in real-time, online. While the new system is being set up, there will be a quiet period beginning November 18, 2024, and ending December 16, 2024, during which you cannot make changes to your contribution rate(s) or create any new enrollments. Please make sure you submit any changes (start, stop, or modify contribution amount) using the current paper process by November 15, 2024. Once the new system is live, you will be able to make changes again. See the attached flyer for more details about the new USM Retirement@Work® portal. The Office of Human Resources (OHR) is excited to announce the return of State of Maryland On-Site Health Benefit Fairs!!! Frostburg State University has been selected to host an On-Site Fair scheduled on Friday, October 20, 2023 from 9:00 am until 1:00 pm in the Lane Center, Atkinson Room. All employees are invited to attend and visit with the plan representatives and learn what’s available. As a reminder Open Enrollment for all FSU employees eligible for benefits runs from Monday, October 16, 2023 through Thursday, November 9, 2023!

Open Enrollment 2023 Information and Virtual Open Enrollment Sessions
The Office of Human Resources is pleased to announce that this year’s Open Enrollment for State of Maryland (SOM) health benefits will be online using State Personnel System (SPS) Workday beginning October 11 through November 4, 2022 at 5 pm. During this time, eligible faculty and staff can enroll in and/or make changes to their Health Benefits for an effective date of January 1, 2023. Employees will receive alerts about Open Enrollment from the SOM via the SPS Workday system. Faculty and staff currently enrolled in SOM health benefits, and others eligible for Open Enrollment for the 2023 Plan Year, will conduct Open Enrollment through SPS Workday. This system allows faculty and staff to access, enroll in, and manage benefits through one online portal. Employees are encouraged to review the attached document “Complete Open Enrollment Elections”, before the start of Open Enrollment. This reference guide provides step by step instructions regarding Open Enrollment.

$15 Minimum Wage Approval for All Regular Nonexempt Status Employees
On Friday, December 10, the University System of Maryland Board of Regents approved an adjustment to the nonexempt pay structure system-wide for current regular status nonexempt employees to increase the minimum wage to $15 per hour.

Telework Policy Agreement with AFSCME Council 3/Local 239
FSU would like to announce that an agreement has been made between Frostburg State University (FSU) and AFSCME Council 3/Local 239 on the new telework policy. This policy is effective October 4, 2021 for all AFSCME collective bargaining unit members and is in alignment with the state of Maryland Teleworking Program.

While we have been able to telework over these past months due to the COVID-19 outbreak, FSU began returning all employees back to work on campus as of August 30, 2021 for the fall semester. Effective October 11, 2021, all employees will return to work on campus.

Voluntary Separation Plan for Staff - Update
FSU has been unable to reach an agreement with AFSCME regarding the Voluntary Separation Program (VSP) for staff during the program's application window. Therefore, we are canceling the VSP for all staff at this time. The program for faculty remains in place.
